President of Lansdowne Conservancy, brings over forty years of leadership experience in military service, international affairs, and strategic consulting. A retired U.S. Army Colonel and former Foreign Area Officer specializing in Soviet and East European affairs, he later managed major defense programs at Booz Allen Hamilton. A Columbia

A Columbia University graduate and U.S. Army War College alumnus, he is fluent in Polish, Bulgarian, and Russian. He has been actively involved with The Kosciuszko Foundation for more than 50 years. Living in Lansdowne on the Potomac since 2006, Peter is dedicated to community service and environmental stewardship, while enjoying history, literature, and spending time with his four children and three grandchildren.

Patrick is a seasoned commercial real estate executive with 30 years of experience in the multi-family finance, development, acquisition and management arena. Currently serving as the Executive Vice President of the 14th largest owner/operator of multi-family communities in the United States, Patrick oversees the national acquisition and 

Patrick is a seasoned commercial real estate executive with 30 years of experience in the multi-family finance, development, acquisition and management arena. Currently serving as the Executive Vice President of the 14th largest owner/operator of multi-family communities in the United States, Patrick oversees the national acquisition and disposition pipeline, property business plans, corporate investment partnerships and a team of over 400-individuals spanning the country. Prior to his current role Patrick has served as Director of Operations, Vice President of Marketing and Training, and as a Regional Director for some of the most esteemed commercial real estate companies including both privately held organizations and publicly traded firms. His professional strengths encompass real estate finance structures, entry and exit strategies, repositioning of real estate assets, new construction development and land entitlement processes, general real estate operations and team development. His professional oversight includes the entire U.S market, specifically focused on the Eastern Seaboard, Sunbelt region, Mountain region and the West Coast. As a Loudoun County, Virginia native, he is proud to call the greater Washington DC area his home where he and his wife of 25 years have raised their three children.

Well versed in leading and training high performance staff teams through a broad range of operations, finance and human resource functions. have demonstrated success in guiding organizational restructuring, introducing innovative new concepts, managing program implementations and achieving yearly financial targets.
 

In addition,  been responsible for ensuring superior guest satisfaction across large scale and highly rated hotel and conference center facilities. Highly organized and capable of directing multi-unit operations, with an ability to guide pre-opening facility planning and activities.  Proven track record of managing financial and budgetary compliance, while also developing sales and marketing plans to enable revenue and market share maximization. Further, I possess considerable experience leading the recruitment, hiring, training and continued professional development of staff teams.
 

I am known as a versatile contributor with experience in all core operations management functions, exceptional communication skills and a continued commitment to implementing industry best practices.  Former Hospitality/Culinary Director/Internationally trained Executive Chef for The New York Helmsley, Wyndham Hotels (NYC), The Jack Welch(GE) Worldwide Executive Training Center(NY), The Sam Palmisano IBM Training Center (NY).

Currently, VP/GM of the National Conference Center, Loudoun County Chamber of Commerce Board Member, and Board Member of Loudoun County Conservancy.  Alumnae of The University of Mount Saint Vincent and The Culinary Institute of America.

 Stuart Knight has been a resident of Lansdowne Town Center since 2011 and has served on the Lansdowne Village Green HOA Board since 2013, where he is currently President. He brings extensive experience in community governance, operational oversight, and maintaining high standards across residential environments.

Professionally, Stuart is 

 Stuart Knight has been a resident of Lansdowne Town Center since 2011 and has served on the Lansdowne Village Green HOA Board since 2013, where he is currently President. He brings extensive experience in community governance, operational oversight, and maintaining high standards across residential environments.

Professionally, Stuart is a global commercial operations executive in the biopharma services industry with 30 years of experience across pharmaceutical, medical device, contract R&D and manufacturing and global health sectors. He has built and led large-scale commercial organizations and strategic initiatives worldwide.

He brings a disciplined, results-oriented approach to the Conservancy Board, grounded in global leadership experience, fiscal discipline, and long-standing community involvement.

Now retired from the practice of law, she has backgrounds in executive-level strategic planning, land-use development law and litigation.  She served as her community’s representative to the NOTOWERSON7 Ta

Ms. Mueller-Davis is a resident of Lansdowne Woods of Virginia and serves as the Senior Class Representative to Lansdowne Conservancy. Now retired from the practice of law, she has backgrounds in executive-level strategic planning, land-use development law and litigation.  She served as her community’s representative to the NOTOWERSON7 Task Force, and she remains active on the Lansdowne Woods Building and Grounds Committee. She enjoys perennial gardening and has a home studio where she designs and produces silver jewelry.

Report of the President (April 24, 2026) Lansdowne Conservancy Annual Meeting

Dear Lansdowne,

As I complete my first year as President of the Lansdowne Conservancy, I am pleased to share this annual report.


What the Conservancy Does

The Conservancy’s mission is to:

· Protect property values by enforcing design standards and covenants

· Promote cohesive, high-quality development

· Maintain landscaping and signage along public roads

· Review new land use proposals for compatibility with community goals and vision

In short, the Conservancy serves as the community’s steward—ensuring that new development and infrastructure align with Lansdowne’s distinction as a premier place to live and work. 


Why Should Residents Care?
The assessments paid to the Lansdowne Conservancy by the various sub-associations are crucial to preserving the community’s aesthetics, natural beauty, and safety. These funds support ongoing maintenance of common areas, landscaping, environmental conservation, and infrastructure enhancements that benefit all residents.

Whether you're walking your dog along tree-lined streets, enjoying the well-maintained trails, or marveling at the cohesive architecture of Lansdowne’s neighborhoods, you’re witnessing the Conservancy’s work. It’s the quiet guardian that helps make Lansdowne not just a place to live but a place to thrive.


Governance

The Conservancy is governed by a Board of Directors responsible for all operations. The Board oversees:

· Facilities & Grounds Committee (F&G). 

The F&G Committee provides the Board and General Manager with advice and recommendations that serve as a framework for implementing improvements that address Conservancy requirements and interests.   

· Finance Committee.

The Finance Committee provides advice and recommendations to the Board and the General Manager regarding improvements that will address Conservancy requirements and interests.

· Professional Review Subcommittee (PRSC)

The PRSC evaluates development proposals and community concerns, including the proposed rezoning of the National Conference Center and the Elm Street residential development. We anticipate additional redevelopment proposals like these in the future. 


Why It Matters

Assessments paid by the sub-associations fund:

· Landscaping and common area maintenance

· Environmental stewardship

· Infrastructure improvements

· Professional oversight of proposed new projects and redevelopment of existing property. 

These investments support the appearance, functionality, and long-term value of the community.

Capital Improvements

· New walkway along Riverside Parkway

· Route 7 Monument landscaping redesign

· Installation of 45 black fluted signage poles (Phase 3 of 4)

· Spray fountain at Woodridge Pond

· Pedestrian Trail repairs

· Conservancy webpage


Maintenance

· Removal of hazardous trees

· Phase 1 trail repairs (12 locations)

· Irrigation pump repairs

· Stone pillar and sign base restoration


New Project Review

· National Conference Center Redevelopment to Residential 

· Lansdowne Boulevard (Old Bank Building) Redevelopment to Residential 


2. Future Plans


FY 2026–2027

· Replace dead cherry trees near Route 7 Monument

· Complete Woodridge Pond trail loop

· Final phase of signage replacement

· Begin multi-phase landscaping upgrades

· Install fencing along Belmont Ridge Road

· Continue trail repairs (Phase 2)

· Launch invasive species removal program


FY 2027–2028

· New community monument sign (Belmont Ridge/Route 7)

· Continue landscaping improvements (Phase 2)

· Power-wash stone monuments and signage


Strategic Direction

  • The Board is advancing a more proactive,      policy-driven approach to governance necessary to manage development pressures in line with      Lansdowne’s goals and vision and to strengthen oversight of financial and      operational challenges. 


Key initiatives include:

· Establishing a Policy and Land Use Subcommittee 

· Clarifying roles between the Board and PRSC

· Defining interim land use and density principles

· Updating the 1992 Master Plan

· Aligning with Loudoun County’s Comprehensive Plan

· Assessing Financial and Insurance Policies 

Adopting a proactive approach will strengthen the Conservancy’s regulatory position, clarify the community’s understanding, and safeguard Lansdowne’s long-term vision and financial well-being.


6. Recognition
